SF Chronicle: "The White House raised the stakes in the political bidding
war surrounding the Sept. 11 commission's call for sweeping transformation
of the U.S. intelligence community when a senior official said Friday that
Bush's recommendations 'will try to go beyond' those made last week by the
bipartisan panel." The real scheme here is obvious, because Bush has used it
again and again: He pretends he wants to go for "better" changes and
commissions a study on it - his real plan, of course, being to STALL, STALL,
STALL! He just did the same thing on air pollution: commissioned a
$30-million "study" designed to defer implementation of real air-cleaning
action as long as possible.
